[HOS 2026 Guide] Housing Estate List, Income and Asset Limits, Application Procedures, Timetable, Balloting Results

The Home Ownership Scheme (HOS) is administered by the Hong Kong Housing Authority (HKHA). “HOS 2025” and “Green Form Subsidised Home Ownership Scheme 2025” (GSH 2025) offer approximately 7,000 and 1,400 flats respectively, sold at a 30% discount off market value for Green Form and White Form applicants. Applications open on 30 April 2026 for 3 weeks, introducing the first-ever joint application mechanism for HOS, GSH, and WSM (White Form Secondary Market Scheme), which significantly simplifies the application process.

Income and asset limits vary between Green Form and White Form applicants when balloting for new HOS flats, and Green Form eligibility requirements may undergo annual updates.   • HKHA “HOS 2024” flat selection commenced on 29 May 2025. All eligible family applicants and Green Form one-person applicants have been invited to select flats. The HOS Sales Unit will invite eligible White Form one-person applicants to purchase flats according to the priority order. (August 2025)
  • The Housing Department releases monthly HOS Secondary Market transaction data. In July 2025, total transactions reached 235 cases (provisional figure), down 81 cases or 25.6% month-on-month from 316 cases in June. (August 2025)
  • HKHA “WSM 2024” accepted applications from 6 to 26 March 2025, offering a total quota of 6,000. Computerized balloting was conducted on 24 April 2025. The first 10 drawn numbers were: 49, 35, 39, 85, 77, 76, 32, 21, 38, and 24. (April 2025)
  • The Housing Department releases monthly HOS Secondary Market transaction data. In January 2025, total transactions reached 108 cases (provisional figure), down 122 cases or 53.2% month-on-month from 231 cases in December 2024. (February 2025)
  • HKHA “HOS 2024” application closed in late October 2024, receiving approximately 106,000 applications, representing an oversubscription of about 14 times. Computerized balloting was completed, with the first 10 drawn numbers being: 20, 52, 68, 24, 19, 84, 06, 67, 34, and 09. (December 2024)

HOS 2025 Housing Estate List

The 5 new HOS housing estates launched in 2026 are Kai Yeung Court in Kai Tak, Ying Fai Court in Hang Hau, Wui Hei Court in Kam Tin, Long Fung Court in Yuen Long, and Yu Fung Court in Tung Chung, providing a total of 6,926 flats. Among them, 1,390 flats are reserved for selection by owners affected by the Wang Fuk Court redevelopment. Offered at a 30% discount off market value, prices start from HK$1.5 million.

Eligibility for First-Hand HOS Flats

First-hand HOS flats are available for Green Form and White Form applicants. The basic distinctions are as follows:

Income and Asset Limits

Income and asset limits apply strictly to White Form applicants and are published prior to each launch; amounts are subject to change per exercise. Historically, Green Form applicants were not subject to income and asset limits; however, the HKHA now aligns restrictions by requiring Green Form applicants to not own private property in Hong Kong within 24 months prior to applying, matching White Form standards.

2. HOS Balloting

After the application deadline, the HKHA conducts a computerized balloting exercise to randomly draw digits for sequence numbers. Applications within each digit group are processed according to the drawn sequence, and successful applicants are invited in batches to select flats.

After balloting, the drawn digit group matches the last two digits of your HOS application number, which can be found in the application acknowledgment letter issued by the Housing Department. Within the same drawn digit, flat selection priority is determined by applicant category; applications under the same category are ordered randomly by computer.

3. HOS Flat Selection

Flat selection priority depends on the Green Form to White Form quota ratio for each launch, as well as the applicant headcount and composition within each group. The quota ratio for HOS 2024 was 40:60; Chief Executive announced in the Policy Address 2025 that the quota ratio will be adjusted to 50:50.

For instance, family applicants take priority over single-person applicants, and core families take priority over non-core families. Furthermore, eligible applicants under the “Families with Elderly Persons Priority Scheme” and the “Families with Newborns Priority Scheme,” or households affected by clearance programs, are granted higher priority. The combined quota allocated for “Families with Elderly Persons” and “Families with Newborns” under HOS 2024 was 2,900 flats.

HOS Purchase Procedures

A deposit must be paid on the day of flat selection. Prospective buyers should bring cashier’s orders and a cheque book (cash is not accepted). A preliminary agreement for sale and purchase must be signed on the same day, and stamp duty must be settled when the Occupation Permit is issued. First-Hand HOS Mortgages

First-hand HOS flats are subsidized housing with unpaid land premium, so mortgage loan-to-value (LTV) ratios and repayment tenures differ from private residential properties. Because the Government acts as the mortgage guarantor, mortgage approvals are generally more lenient than for private properties. For details, please consult the HOS Mortgage Guide.

It is worth noting that for current HOS sales, the HKHA allows HOS owners to choose between Prime-based mortgages (P-plan) and HIBOR-based mortgages (H-plan).

HOS Alienation Restrictions (Subject to ongoing updates)

To curb short-term speculation, the Government tightened the resale restrictions for first-hand HOS and GSH flats in 2022, modified as follows:

In the Policy Address 2025, the Chief Executive announced 2 new schemes:

1. Flat-for-Flat Scheme for Elderly Owners

Property owners aged 60 or above who have owned their flat for 10 years or more may sell their flat in the Secondary Market without paying a land premium and purchase a smaller or more remote flat, allowing elderly owners to release extra cash for living expenses.

2. Pilot Scheme for Subsidized Sale Flats

Owners who have held subsidized sale flats for 10 years or more may lease their unpaid premium units to eligible applicants upon payment of a waiver fee, with a quota of 3,000 places.

HOS 2023 Housing Estate List

The 6 new HOS developments in 2023 featured 4 urban projects in Kwun Tong and Kai Tak, and 2 in Tuen Mun and Yuen Long. The flagship “King of Flats” was Kai Yuet Court in Kai Tak, situated just a 2-minute walk from MTR Sung Wong Toi Station; selected units offer waterfront views alongside comprehensive retail and leisure facilities. Kwun Tong provided 3 new projects near On Tat Estate located on higher ground, enjoying superior views and ventilation, though residents rely on feeder buses or minibuses to MTR stations.

Siu Tsui Court in Tuen Mun, while outside the urban core, is close to the planned Tuen Mun South Extension station, surrounded by private estates and dining options. The most affordable flat in this exercise was Long Tin Court in Yuen Long, priced from HK$1.49 million after discount; Yuen Long benefits from the Northern Metropolis initiative, though completion is expected around 2026.

Unlike previous exercises, Tenant Purchase Scheme (TPS) flats were not offered concurrently. A total of 39 rescinded HOS flats were re-offered, including units at Kai Cheung Court from HOS 2020.

The most expensive unit under HOS 2023 was Flat 8, 30/F, Block B of Kai Yuet Court in Kai Tak, featuring a saleable area of 469 sq. ft. facing the Kai Tak Sports Park with distant Victoria Harbour views, selling for HK$4.94 million (~HK$10,500/sq. ft.). The entry-level unit was Flat 19, 3/F, Block A of Long Tin Court in Yuen Long, with a saleable area of 288 sq. ft. at ~HK$5,100/sq. ft., starting from HK$1.49 million.

HOS 2022 flats were sold at a 49% discount off market value (51% of market price). The 7 new estates — Kei Wah Court in North Point, Kai Yan Court in Kai Tak, Kwun Shan Court in To Kwa Wan, Chiu Ming Court in Hang Hau, Yu Tak Court in Sha Tin, On Sau Court in Kwun Tong, and Yu Nga Court in Tung Chung — offered a total of 8,926 flats. This marked the largest volume offered in a single batch since HOS sales resumed in 2014, with an Island-side project creating immense market interest.

The lowest-priced unit was in Kai Yan Court in Kai Tak, starting at just HK$1.24 million for a saleable area of 186 sq. ft. A Green Form buyer paying a 5% down payment could become a homeowner with around HK$60,000. The flagship unit was located at Kei Wah Court in North Point, measuring 457 sq. ft. with sea views, priced at HK$5.31 million. The price per square foot exceeded HK$10,000 — a first for an HOS launch. Small-to-medium units dominated the exercise, while the largest 3-bedroom units were located in Yu Nga Court in Tung Chung.

Rescinded Subsidized Sale Flats by HKHS

Alongside the 7 new HOS projects, 27 rescinded Subsidized Sale Flats from the Hong Kong Housing Society (HKHS) were re-offered, including 11 units in Mount Vertoke (Sha Tin), 6 units in Terraria Court (Tseung Kwan O), and 10 units in Suburbia Walk (Tuen Mun). All three developments were completed, offering 1- to 3-bedroom layouts with saleable areas from 271 to 740 sq. ft. Eligible applicants needed to submit only one application form and undergo a single eligibility check.

Choi Wo Court (Fo Tan)

Located at Wo Sheung Tun Street, Fo Tan, near the Fo Tan industrial area and Chun Yeung Estate. Choi Wo Court consists of a single 44-storey block providing 806 units with saleable areas ranging from 394 to 614 sq. ft.

Frequently Asked Questions

[Green Form] Can I apply for first-hand HOS and GSH simultaneously?

The HOS application timeline precedes GSH. If you wish to apply for first-hand HOS and the subsequent GSH exercise, select “Agree to retain application for the next HKHA Subsidized Sale Flats Sales Scheme” on your HOS application. You will not need to re-apply or pay fees for GSH.

Can a married couple apply separately to increase their chances of winning the ballot?

No. Married couples must be listed under the same application form unless legally divorced, widowed, or if the spouse does not hold the right of abode in Hong Kong.

[White Form] Does MPF count toward income and asset limits?

Mandatory MPF contributions are excluded from income calculations, but voluntary contributions must be included. Additionally, MPF savings are counted toward assets only when the applicant reaches the statutory age to withdraw them.

[White Form] Do income calculations include bonuses or double pay?

Yes. It is calculated based on the average monthly income over the 12 calendar months preceding the last day of the application month. For example, if applying in February 2022, bonuses or double pay will be averaged across the period from 31 March 2021 to 28 February 2022.

Can non-permanent residents apply for HOS?

Because the scheme is intended to support local housing needs and promote social welfare, only Hong Kong Permanent Residents are eligible to apply for the Home Ownership Scheme (HOS).
