HOS Balloting

After the application deadline, the HKHA conducts a computerized balloting exercise to randomly draw digits for sequence numbers. Applications within each digit group are processed according to the drawn sequence, and successful applicants are invited in batches to select flats.

After balloting, the drawn digit group matches the last two digits of your HOS application number, which can be found in the application acknowledgment letter issued by the Housing Department. Within the same drawn digit, flat selection priority is determined by applicant category; applications under the same category are ordered randomly by computer.

3. HOS Flat Selection

Flat selection priority depends on the Green Form to White Form quota ratio for each launch, as well as the applicant headcount and composition within each group. The quota ratio for HOS 2024 was 40:60; Chief Executive announced in the Policy Address 2025 that the quota ratio will be adjusted to 50:50.

For instance, family applicants take priority over single-person applicants, and core families take priority over non-core families. Furthermore, eligible applicants under the “Families with Elderly Persons Priority Scheme” and the “Families with Newborns Priority Scheme,” or households affected by clearance programs, are granted higher priority. The combined quota allocated for “Families with Elderly Persons” and “Families with Newborns” under HOS 2024 was 2,900 flats.

[Latest Properties] Search All Properties for Sale

HOS Purchase Procedures

A deposit must be paid on the day of flat selection. Prospective buyers should bring cashier’s orders and a cheque book (cash is not accepted). A preliminary agreement for sale and purchase must be signed on the same day, and stamp duty must be settled when the Occupation Permit is issued. For full details, please refer to the HOS Purchase and Intake Guide.

First-Hand HOS Mortgages

First-hand HOS flats are subsidized housing with unpaid land premium, so mortgage loan-to-value (LTV) ratios and repayment tenures differ from private residential properties. Because the Government acts as the mortgage guarantor, mortgage approvals are generally more lenient than for private properties. For details, please consult the HOS Mortgage Guide.

It is worth noting that for current HOS sales, the HKHA allows HOS owners to choose between Prime-based mortgages (P-plan) and HIBOR-based mortgages (H-plan).

HOS Alienation Restrictions (Subject to ongoing updates)

To curb short-term speculation, the Government tightened the resale restrictions for first-hand HOS and GSH flats in 2022, modified as follows:

First-Hand HOS / GSH

Resale Restrictions

First 5 years from completion

May only be sold to HKHA-nominated buyers at a price not higher than the original purchase price

After 5 years from completion

May be sold in the HOS Secondary Market at a freely negotiated price without paying a land premium

After 10 years from completion

May be sold in the Open Market upon payment of a land premium (Applicable to HOS and GSH launched in or after 2026)

After 15 years from completion

May be sold in the Open Market upon payment of a land premium (Applicable to HOS and GSH launched in or before 2025)

For first-hand HOS, GSH, and WSM launched before 2022, alienation restrictions are as follows:

Holding Period

First-Hand HOS

GSH

WSM

First 2 years

Sold to HKHA nominees at original price

Sold to HKHA nominees (holding Green Form Certificate) at original price

Resale not allowed

After 2 years

May be sold in HOS Secondary Market without premium payment; OR

(For 2017 HOS launches) May be sold in Open Market upon premium payment

May be sold in HOS Secondary Market without premium payment (buyer must hold Green Form Certificate)

May be sold in HOS Secondary Market without premium payment; OR

(For 2017 HOS launches) May be sold in Open Market upon premium payment

After 5 years

(For 2018 HOS launches) May be sold in Open Market upon premium payment

May be sold in HOS Secondary Market without premium payment; OR May be sold in Open Market upon premium payment

(For 2018 HOS launches) May be sold in Open Market upon premium payment

After 10 years

(For 2019 launches onwards) May be sold in Open Market upon premium payment

(For 2019 launches onwards) May be sold in Open Market upon premium payment

Note: New HOS flats first offered before 2017 may be sold in the Open Market at any time after payment of land premium.

In the Policy Address 2025, the Chief Executive announced 2 new schemes:

1.
