Housing considerations if you\u2019re moving to Singapore"},"content":{"rendered":"\n<p>By Dawn Ng<\/p>\n\n\n\n<p>According to Mercer\u2019s 2019 Quality of Living City ranking, Singapore is ranked highest for quality of living in Asia-Pacific (25th worldwide).&nbsp;<\/p>\n\n\n\n<p>As one of the safest and cleanest countries in Asia, it\u2019s no wonder that it\u2019s a popular destination for expatriates or foreigners, including Hong Kong and People\u2019s Republic of China (PRC) citizens, in search of a cosmopolitan city to settle down, find work and perhaps, even sink roots to raise their family.<\/p>\n\n\n\n<p>While Singapore is known for its high property prices and cost of living, it\u2019s comparatively more affordable on a per square foot basis compared to what you can get in Hong Kong.&nbsp;<\/p>\n\n\n\n<p>Still, for foreigners, our housing jargon can be confusing.&nbsp;<\/p>\n\n\n\n<p>So if you\u2019re moving to Singapore, you\u2019re probably wondering which housing property should you <a href=\"https:\/\/www.99.co\/singapore\/rent\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">rent<\/a> or <a href=\"https:\/\/www.99.co\/singapore\/sale\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">buy<\/a>? (Image credit: mkjr (Unsplash))<\/figcaption><\/figure>\n\n\n\n<h3 class=\"wp-block-heading has-text-color\" style=\"color:#1d3960\">Pros<\/h3>\n\n\n\n<p>Private condominiums (also known as condos) are high-rise apartments with shared amenities and facilities for residents in the condominium compound, such as swimming pools, gymnasiums, and 24\/7 security.&nbsp;They draw the most similarities with New Apartments Blocks in Hong Kong, with modern bathrooms and kitchen fittings and a wide range of facilities which residents can enjoy.&nbsp;<\/p>\n\n\n\n<p>These are often in prime locations, closer to the Central Business District (CBD), or conveniently near an MRT station. MRT, or Mass Rapid Transit, is Singapore\u2019s public rail transit system (similar to Hong Kong\u2019s MTR system).&nbsp;<\/p>\n\n\n\n<p>For example, <a href=\"https:\/\/www.99.co\/singapore\/condos-apartments\/one-pearl-bank\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">One Pearl Bank<\/a> (estimated to complete, or TOP, by 2023) is in a prime location within a 3-minute walk to Outram Park MRT, and <a href=\"https:\/\/www.99.co\/singapore\/condos-apartments\/high-park-residences\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">High Park Residences<\/a> is right next to Thanggam LRT station. Both have stellar views and fantastic facilities.\u00a0<\/p>\n\n\n\n<p>TOP, short for \u201c<a href=\"https:\/\/www.99.co\/singapore\/insider\/temporary-occupation-permit-top-what-is-it\/\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">temporary occupation permit<\/a>\u201c, usually refers to the date that you can move into a newly-completed development.<\/p>\n\n\n\n<p>There are also no restrictions for foreigners seeking to buy or <a href=\"https:\/\/www.99.co\/singapore\/rent\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">rent condos<\/a>. Because of that, more foreigners opt to stay in condos. In September 2021, condo resale prices <a href=\"https:\/\/www.99.co\/singapore\/insider\/resale-prices-september-2021-condo\/\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">rose by 8.9%<\/a> compared to a year ago.\u00a0 A studio apartment can easily cost S$1 million, even on the outskirts of the city.\u00a0<\/p>\n\n\n\n<p>However, the Singapore government has introduced its latest round of <a href=\"https:\/\/www.99.co\/singapore\/insider\/cooling-measures-announced-absd-tdsr-ltv-16-december-2021\/\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">cooling measures<\/a> on 16 December 2021. Not only will these measures keep these escalating prices in check, but assure first-time Singaporeans and Singapore Permanent Residents have a better chance and access to ready-made homes.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-css-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading has-text-color\" style=\"color:#1d3960\">Executive condos<\/h2>\n\n\n\n<h3 class=\"wp-block-heading has-text-color\" style=\"color:#1d3960\">Pros<\/h3>\n\n\n\n<p>Executive Condominiums or ECs retain the facilities and privacy of private condos, but most of them are located in suburban areas. They are also slightly cheaper, but this depends \u2013 some ECs <a href=\"https:\/\/www.99.co\/singapore\/insider\/executive-condos-value\/\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">reach the prices of private condos <\/a>once they are privatised.\u00a0<\/p>\n\n\n\n<p><a href=\"https:\/\/www.99.co\/singapore\/insider\/expats-moving-hdb-heartlands\/\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">Staying in the heartlands has its advantages<\/a> \u2013 there are more family-oriented amenities and <a href=\"https:\/\/www.99.co\/singapore\/insider\/homes-near-popular-international-schools-for-expats\/\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">international schools<\/a>, and it\u2019s quieter than living in the CBD.\u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-text-color\" style=\"color:#1d3960\">Cons<\/h3>\n\n\n\n<p>While ECs are similar to private condos, they are sold by the Housing Board Development (HDB) \u2013 a statutory board responsible for Singapore\u2019s public housing \u2013 and have more stringent rules and regulations for purchasing and selling.&nbsp;<\/p>\n\n\n\n<p>During the 5-year <a href=\"https:\/\/www.99.co\/singapore\/insider\/property-jargon-of-the-day-minimum-occupancy-period-mop\/\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">Minimum Occupancy Period (MOP)<\/a>, buyers cannot rent out the entire EC or sell the EC through the open market. But once the MOP of 5 years is over, Singapore Permanent Residents (SPRs) can buy ECs.<\/p>\n\n\n\n<p>For non-SPR foreigners, you can only rent the whole apartment when the MOP ends. Only when the EC becomes fully privatised ten years after it is completed can non-SPR foreigners purchase ECs. They are affordable public housing intended for Singaporeans, with strict restrictions on renting and selling.&nbsp;<\/p>\n\n\n\n<p>Some<a href=\"https:\/\/www.99.co\/singapore\/insider\/condo-versus-hdb-living-for-expats\/\" target=\"_blank\" rel=\"noreferrer noopener sponsored\"> expatriates would prefer staying in an HDB flat<\/a> because it\u2019s generally cheaper than condos.<\/p>\n\n\n\n<p>And since <a href=\"https:\/\/www.99.co\/singapore\/hdb\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">HDB flats<\/a> are located in the heartlands, you\u2019ll be living among locals. This is an excellent opportunity to immerse yourself in the local culture!\u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-text-color\" style=\"color:#1d3960\">Cons<\/h3>\n\n\n\n<p>Sadly, HDB flats can only be sold via the open market after its five-year MOP is over. And only SPRs in a family nucleus can buy a resale HDB flat.&nbsp;<\/p>\n\n\n\n<p>This means that you can only purchase a resale flat if you are an SPR applying with at least one other SPR applicant related to you by blood or marriage (i.e. a sibling, parent, or child under legal custody).<\/p>\n\n\n\n<p>If you\u2019re a foreigner wanting to rent an HDB flat, you\u2019ll need a student pass or a long-term social visit pass. You can even have your garden and pool! Similar to town houses in Hong Kong, Landed properties in Singapore can come in many shapes and sizes.&nbsp;<\/p>\n\n\n\n<p>Foreigners can rent any landed property. You can also purchase the following without needing to seek approval from the authorities:<\/p>\n\n\n\n<p>\u25cf Strata landed houses in an approved condominium (not apartment) development<\/p>\n\n\n\n<p>\u25cf A leasehold estate in a landed residential property for a term not exceeding seven years, including any further term which may be granted by way of an option for renewal<\/p>\n\n\n\n<p>\u25cf Properties in <a href=\"https:\/\/www.99.co\/singapore\/sale\/neighbourhoods\/sentosa\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">Sentosa Cove<\/a><\/p>\n\n\n\n<p>Here\u2019s a <a href=\"https:\/\/www.sla.gov.sg\/property-boundary-n-ownership\/foreign-ownership-of-property\" target=\"_blank\" rel=\"noreferrer noopener\">handy guide<\/a> from the Singapore Land Authority (SLA) on foreigner ownership of landed residential property here in Singapore.<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-text-color\" style=\"color:#1d3960\">Cons<\/h3>\n\n\n\n<p>Since space is a premium, landed properties like terrace houses are costly. There are few shared community spaces or facilities for a social life in the estate, which also means you\u2019ll most likely invest in a car, which will add on to maintenance costs.<\/p>\n\n\n\n<p>There are also many restrictions for foreigners who want to buy landed property. Besides those properties stated above, you\u2019ll need to write to the Land Dealings Approval Unit (LDAU) if you\u2019re going to buy the following:<\/p>\n\n\n\n<p>\u25cf Vacant residential land<\/p>\n\n\n\n<p>\u25cf <a href=\"https:\/\/www.99.co\/singapore\/houses\/terrace-house\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">Terrace house<\/a><\/p>\n\n\n\n<p>\u25cf Semi-detached house<\/p>\n\n\n\n<p>\u25cf <a href=\"https:\/\/www.99.co\/singapore\/houses\/bungalow\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">Bungalow<\/a> or detached house<\/p>\n\n\n\n<p>\u25cf Strata landed house not within an approved condominium development under the Planning Act (such as a townhouse or cluster house)<\/p>\n\n\n\n<p>\u25cf <a href=\"https:\/\/www.99.co\/singapore\/houses\/shophouse\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">Shophouses<\/a> for non-commercial use<\/p>\n\n\n\n<p>Approval depends on a case-by-case basis, but one criterion includes being an SPR for at least five years and \u201cexceptional economic contribution to Singapore\u201d.&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-css-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading has-text-color\" style=\"color:#1d3960\">Stamp Duties and Taxes<\/h2>\n\n\n\n<p>Before buying any properties, you should also consider the <a href=\"https:\/\/www.99.co\/singapore\/insider\/property-jargon-of-the-day-additional-buyers-stamp-duty-absd\/\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">Additional Buyers Stamp Duty (ABSD)<\/a>. The ABSD is on top of <a href=\"https:\/\/www.iras.gov.sg\/taxes\/property-tax\/property-owners\/property-tax-rates\" target=\"_blank\" rel=\"noreferrer noopener\">regular property taxes<\/a>.\u00a0<\/p>\n\n\n\n<p>As of 16 December 2021, foreigners buying property as an individual must pay an additional tax of 30% of their property\u2019s purchase price or market value, whichever is higher.<\/p>\n\n\n\n<p>But some foreigners can <a data-wpel-link=\"exclude\" class=\"rank-math-link\" href=\"https:\/\/www.iras.gov.sg\/taxes\/stamp-duty\/for-property\/appeals-refunds-reliefs-and-remissions\/common-stamp-duty-remissions-and-reliefs-for-property\/foreigners-eligible-for-absd-remission-under-free-trade-agreements-(ftas)\" rel=\"noopener\">opt for ABSD <\/a><a href=\"https:\/\/www.iras.gov.sg\/taxes\/stamp-duty\/for-property\/appeals-refunds-reliefs-and-remissions\/common-stamp-duty-remissions-and-reliefs-for-property\/foreigners-eligible-for-absd-remission-under-free-trade-agreements-(ftas)\" target=\"_blank\" rel=\"noreferrer noopener\">r<\/a><a data-wpel-link=\"exclude\" class=\"rank-math-link\" href=\"https:\/\/www.iras.gov.sg\/taxes\/stamp-duty\/for-property\/appeals-refunds-reliefs-and-remissions\/common-stamp-duty-remissions-and-reliefs-for-property\/foreigners-eligible-for-absd-remission-under-free-trade-agreements-(ftas)\" rel=\"noopener\">emission<\/a> under existing Free Trade Agreements (FTA). Currently, citizens or PRs of the following countries will be accorded the same Stamp Duty treatment as Singapore citizens, which is 0% for their first property and 17% for their second:<\/p>\n\n\n\n<p>\u25cf Iceland<\/p>\n\n\n\n<p>\u25cf Liechtenstein<\/p>\n\n\n\n<p>\u25cf Norway<\/p>\n\n\n\n<p>\u25cf Switzerland<\/p>\n\n\n\n<p>\u25cf Citizens of United States of America<\/p>\n\n\n\n<p>Take note: if you wish to sell your property within the first three years of acquiring it, you also have to pay a <a href=\"https:\/\/www.99.co\/singapore\/insider\/property-jargon-of-the-day-sellers-stamp-duty-ssd\/\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">Sellers Stamp Duty (SSD)<\/a>!<\/p>\n\n\n\n<hr class=\"wp-block-separator has-css-opacity\"\/>\n\n\n\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/www.spacious.hk\/en\/blog\/wp-content\/uploads\/2022\/02\/image2.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"960\" height=\"641\" src=\"https:\/\/www.spacious.hk\/en\/blog\/wp-content\/uploads\/2022\/02\/image2-960x641.jpg\" alt=\"\" class=\"wp-image-7411\" srcset=\"https:\/\/www.spacious.hk\/en\/blog\/wp-content\/uploads\/2022\/02\/image2-960x641.jpg 960w, https:\/\/www.spacious.hk\/en\/blog\/wp-content\/uploads\/2022\/02\/image2-595x397.jpg 595w, https:\/\/www.spacious.hk\/en\/blog\/wp-content\/uploads\/2022\/02\/image2-768x513.jpg 768w, https:\/\/www.spacious.hk\/en\/blog\/wp-content\/uploads\/2022\/02\/image2-1536x1026.jpg 1536w, https:\/\/www.spacious.hk\/en\/blog\/wp-content\/uploads\/2022\/02\/image2.jpg 1999w\" sizes=\"auto, (max-width: 960px) 100vw, 960px\" \/><\/a><figcaption class=\"wp-element-caption\">Image credit: Scott Graham (Unsplash)<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading has-text-color\" style=\"color:#1d3960\">Renting Process<\/h2>\n\n\n\n<p>If you\u2019re opting to <a href=\"https:\/\/www.99.co\/singapore\/rent\/rooms\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">rent a room<\/a> or <a href=\"https:\/\/www.99.co\/singapore\/rent\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">an apartment<\/a>, make sure you prepare the following as well.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.99.co\/singapore\/insider\/letter-of-intent\/\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">Letter of Intent (LOI)<\/a><\/p>\n\n\n\n<p>Forwarded by the landlord, this is an agreement confirming the commitment on both sides. It outlines the rental terms and other conditions, such as lease length, deposit, maintenance and repairs.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.99.co\/singapore\/insider\/good-faith-deposit-vs-security-deposit\/\" target=\"_blank\" rel=\"noreferrer noopener sponsored\">Deposits<\/a><\/p>\n\n\n\n<p>After signing the LOI, you\u2019ll need to submit a Good Faith Deposit (usually a month\u2019s rent for a one-year lease). Upon completing the property rental, this amount will become part of your security deposit.
